The Gender Agenda in International Justice: A Conversation with Gender Focal Points

Gender mainstreaming has long been seen as a strategy by the UN for achieving gender equality. It refers to ‘the process of assessing the implications for women and men of any planned action, including legislation, policies or programmes, in any area and at all levels' (ECOSOC). To achieve these goals international organisations have appointed gender focal points – individuals who act as chief advocates of gender matters, supporting the leadership in developing and implementing gender mainstreaming strategies and raising awareness of relevant matters among staff.
As of March 2021, when the International Criminal Court (ICC) announced appointing its first Gender Focal Point, all International Criminal Tribunals (ICT) in The Hague now have such a position the first time. This event aims to bring together gender focal points from several ICTs in The Hague to discuss the nature and challenges of the role, as well as share best practices and lessons learnt from their experience.
The event will be moderated by Maria Manolescu, Secretary of the WIIS-NL Board.
About the speakers
Antônia was appointed as the first Focal Point for Gender Equality at the International Criminal Court (ICC). Prior to this, she was External Relations and Cooperation Officer in the ICC Registry since 2016, and an Associate Cooperation Adviser in the Office of the Prosecutor from 2008 to 2016. Antônia also worked for a local NGO in South Africa, where she was responsible for providing legal advice to refugees and asylum seekers. She is a founding member of the LGBTQI+ informal network “ICCQ” within the Court and was a member of the board of the Women in International Law (WIL) Network in the Netherlands.
Daniella currently serves as a Legal Officer at the Office of the President of the Kosovo Specialist Chambers (KSC) and is the Gender Focal Point of the KSC and the Specialist Prosecutor’s Office (SPO). Previously she worked at the President’s Offices of the International Residual Mechanism for Criminal Tribunals and the International Criminal Tribunal for the former Yugoslavia (ICTY). She has further assisted Judges with appeals cases at the ICTY and the International Criminal Tribunal for Rwanda (ICTR) and with an ICTR trial proceeding.
Nathalie is currently the Chef de Cabinet and Senior Advisor to the Registrar, as well as the Gender Focal Point of the Special Tribunal for Lebanon (STL). Previously, she was project manager at the Disaster Risk Management Unit at the Presidency of Council of Ministers for almost a decade. Between 2002 and 2009, she served as Senior Legal Adviser in the Lebanese Prime Minister’s Office. She is a lawyer at the Lebanese Bar.
