The EU’s Digital Services Act (DSA) set out to create a safer, more transparent and accountable online environment for European citizens by requiring large online platforms to monitor and remove harmful content. In the four years of its implementation, it has set the global benchmark for online safety and served as inspiration to policymakers around the world. It also faced fierce criticism from both businesses, who complain about the cost of compliance, as well as activists, who claim it suppresses freedom of speech and encourages corporate censorship. In view of its upcoming review, this seminar takes stock of the DSA’s enforcement record, the ongoing challenges in the day-to-day case work, and policy discussions on the next stages of online safety.
About the speaker
Kevin Kaiser is an alumnus of the MA International Relations/European Union Studies programme. He is a Case Handler Officer in the European Commission’s DSA Enforcement team, where he works directly on enforcement cases while also contributing to issues of information integrity and AI. Before joining the Commission, he worked in a leading public affairs firm, consulting large tech clients on compliance with the EU’s content-moderation regime and responsible AI development, and at the European Parliament where he provided research and scientific support to the Internal Market and Consumer Protection (IMCO) committee.
