Aligning research quality with collective benefit: participatory, diverse and inclusive research assessment reforms in Latin America and the Caribbean

Research assessment reform in Latin America and the Caribbean is a master key to strengthen and expand inclusive, diverse and quality Science, Technology and Innovation (STI) in alignment with the principles and practices of a long-standing regional movement of open science and open access and its contribution to the well-being of citizens, and of the vulnerable groups in one of the most unequal regions in the world.
The Latin American Forum for Research Assessment (FOLEC) from CLACSO has conducted in the last three years different strategies, such us mobilization actions advocacy papers, diagnosis and proposals studies together with a Declaration of Principles, to co-design a common agenda on responsible research assessment reform, with a high level of consensus in the region, as part of a broader global conversation.
The presentation introduces regional STI and higher education evaluation systems singularities and its main distortions and inequities to enhance research quality in Latin America and the Caribbean. In addition, it recovers some methodological reflections on participatory, equitable, diverse and inclusive bottom-up designs and lessons learned for promoting openness, collaboration and epistemic pluralism in change.
Finally, shared priorities and points of convergence with the European Agreement on Research Assessment Reform are identified for joint implementation initiatives, including training plans, collaboration spaces and monitoring tools.
